The death toll from Tropical Storm Florence in the United States rose to 15. Ten deaths occurred in North Carolina and five in South Carolina.
"The risk to life is increasing with the raging waters," said North Carolina Governor Roy Cooper. The storm continues to creep into the western region as fears of historic flooding grow. Tens of thousands of people have been ordered to evacuate communities along rivers such as Cape Fear, Little River, Lumber, Waccamaw and Pee Dee, which must overflow.
In Wilmington, Delaware, roads are under water and residents wait for hours outside the shops and restaurants for basic necessities like water. Woody White, chairman of the New Hanover County board of directors, said authorities are planning to bring food and water to the coastal city of nearly 120,000 people.
